Senator Taylor requested that the reconsideration on SENATE CS                 
FOR CS FOR HOUSE BILL NO. 45(FIN) "An Act making                               
appropriations to the Department of Education for support of                   
kindergarten, primary, and secondary education and community                   
schools programs and for school construction debt retirement; and              
providing for an effective date" be taken up.                                  
                                                                               
Senator Duncan announced a minority caucus.                                    
                                                                               
Senator Taylor announced a majority caucus.

SENATE CS FOR CS FOR HOUSE BILL NO. 45(FIN) was before                         
the Senate on reconsideration.                                                 
                                                                               
Senator Kerttula moved that SENATE CS FOR CS FOR HOUSE                         
BILL NO. 45(FIN) be returned to second reading for the purpose of              
a specific amendment, that being Amendment No. 12.  Senator                    
Taylor objected.                                                               
                                                                               
The question being: "Shall SENATE CS FOR CS FOR HOUSE                          
BILL NO. 45(FIN) be returned to second reading for the purpose of              
a specific amendment?"  The roll was taken with the following

the passage of the bill be considered the vote on the effective date           
clause.  Without objection, it was so ordered.

to the Secretary for engrossment.
